Flint City Council approves $4M water treatment building - MLive.com

FLINT, MI—Lang Contractors Inc. will construct a new building for the chemical systems that treat Flint’s water.

City council unanimously awarded Lang Constructors, of Flint, a $4 million contract to build the facility at its Dec. 9 general meeting. The building is part of the upgrades being made to Flint’s water treatment plant at 4500 North Dort Highway. The U.S. Environmental Protection Agency mandated Flint to build a new system in June 2016, the state permitted the project that same month.

A $120 million federal and state forgivable loan will fund the project. The loan’s remaining amount, $77 million, was given to the city in April. The remainder of the loan also funds a pipeline for Flint’s secondary water source, improvements to reservoir and pump station improvements, transmission main replacements and a water quality monitoring panel.

The project will not interfere with Flint’s water distribution optimization plan. The city contracted Arcadis in 2016 for $800,000 to create the distribution plan. The plan, completed in April 2018, measured the integrity of Flint’s water quality, water main and water pressure.

City council members didn’t discuss the project before approving it. The state, city, and Lang Constructors didn’t respond to The Flint Journal-MLive’s request for comment on the project.

Lang Constructors is one of two contractors tasked with replacing Flint’s remaining lead or galvanized steel lead water pipes by Dec. 31. CDM Smith was contracted for more than $1 million to find out what’s required to complete the project and document the system’s condition before it’s upgraded.

Flint’s distribution system delivers drinking water to residents through 600 miles of water main, according to CDM Smith’s plan. Lang will be required to construct the new building according to CDM Smith’s plan, which was completed in October.

In addition to constructing a new facility, the plan includes building plumbing, electrical and fire suppression systems as well as other units. Most of the work should be finished by Dec. 31, according to CDM Smith’s plan.

The contractor is also required to work with other on-site contractors working at the water treatment plant. Other projects being constructed include the Genesee County Drain Commission’s 36-inch water pipeline, a pipe connecting other pipelines, replacing existing water flow meters and a soft dig to mark underground utility lines.

Contractors will meet every 30 days at the water treatment plant to discuss the project’s progress. Minutes of the meetings and logs detailing the project’s progress will be recorded.

Lang will also be required to take photos and record videos of the site before and after construction begins. Companies can be subcontracted for the project.
