Kalamazoo to extend water service to homes with PFAS outside city - mlive.com

KALAMAZOO, MI — The Kalamazoo City Commission approved a nearly $1.5-million contract to extend water main service to homes outside of city limits in Richland Township that are served by private water wells contaminated with PFAS.

The city commission voted to approve a contract with Pajay, Inc. for the 35th Street Water Main Extension Project for $1,482,276.08 during the Dec. 16 Kalamazoo City Commission meeting.

In August, the Kalamazoo City Commission accepted a $1.6 million grant to assist the city to expand its water system and connect to customers in Cooper and Richland Townships, where wells contaminated with PFAS are located.

The city of Kalamazoo identified the 35th Street Water Main Project as a priority for the 2019 construction season, according to a recommendation to the commission. Currently, some residences in the project area are provided water via residential potable wells that have been impacted by perfluorinated chemicals (PFAS) at concentrations greater than the Michigan Department of Environment, Great Lakes and Energy (EGLE) Health Advisory Level. Residents with high levels of PFAS were given bottled water.

The project aims to provide safe municipal drinking water by installing new water main and service connections in the impacted area.

Richland home

A home on 35th Street near D Avenue in Richland Township is included in the drawings for a plan to connect the Kalamazoo municipal water system to properties outside the city with water wells impacted by PFAS.

Bids were opened for the project on Dec. 11, 2019, and seven bids were received. Pajay, Inc. was the low bidder.

City staff has been working with EGLE and Richland Township on the project, and impacted customers will be notified prior to construction via public meetings. The funding for the project is available in the City’s 2019 Water Capital Improvement Budgets, according to the recommendation.

Funds have been budgeted in the Public Services 2019 Water Capital Improvement Program budget for PFAS remediation projects in excess of the $400,000 local match for the $1.6 million in grant funding, according to the city. The grant and associated budget amendment will assist with providing additional funding for the projects.
