Padre Dam water board approves raise for general manager - The San Diego Union-Tribune

The five-member Padre Dam Municipal Water District Board has approved a 4 percent salary increase for its General Manager and CEO Allen Carlisle.

Carlisle, who started with the district in February 2011, saw his annual salary rise to $258,554, effective Dec. 29. The approved new rate is just over $124 hourly. With benefits, Carlisle will earn nearly $368,000 to oversee Padre Dam’s water, wastewater and recycled water, as well as recreation services at Santee Lakes.

The district has 38,852 service connections serving a population of nearly 103,000 people in Santee, Alpine, Blossom Valley, Harbison Canyon, Crest and parts of both El Cajon and Lakeside.

Padre Dam is in charge of the $650 million East County Advanced Water Purification Project, which involves a joint financial partnership between Padre Dam, Helix, San Diego County and the city of El Cajon. It is expected to have reclaimed water flowing into East County faucets by 2025.

Padre Dam Board President Jim Peasley said elected officials met in closed session on Nov. 20 to evaluate Carlisle and negotiate a new contract.

“Allen is an outstanding General Manager and a great ambassador for Padre Dam Municipal Water District, Santee and for the ratepayers of Padre Dam,” Peasley said. “We looked at what others are paying around the county to help us make a decision. We looked at (the numbers) and consider that (raise) not too out of line and reasonable.”

In comparison, Mark Watton, who retires from the Otay Water District after 15 years as its general manager in 2020, earned $245,600, according to a salary survey provided by the Padre Dam district. The San Diego Union-Tribune reported earlier this year that Watton earned $362,000 in salary and benefits, based on 2016 records.

Like Padre Dam, Otay offers its nearly 224,000 customers in southeastern San Diego County water, sewer and reclaimed water services.

Helix Water District General Manager Carlos Lugo currently earns $246,117 but the Helix board agreed in 2019 to boost Lugo’s salary. Starting in February, the Helix GM’s pay will increase to $258,422. Helix offers water services to an East County population of more than 276,000.
